Rhode Island

  • Exchanges: The Rhode Island Health Benefits Exchange was established by executive order in September 2011. The Rhode Island Health Insurance Exchange Workgroup and the Expert Advisory Committee have both provided ongoing recommendation and support to the exchange. So far, no legislation has accompanied the formation of the exchange.
  • Essential Health Benefits: The Rhode Island Health Reform Commission has begun efforts to study potential EHB benchmark plans. A preliminary presentation was given to stakeholders in May 2012, and an analysis of benchmark plan options was delivered in June. Preliminary recommendations have been developed.
  • Medicaid Expansion: Governor Lincoln Chaffee has indicated he plans to participate in the Medicaid expansion.
  • Medicare Advantage Enrollment: Rhode Island currently has 68,151 seniors and people with disabilities enrolled in Medicare Advantage, or about 36% of all Medicare beneficiaries.
