  • Exchanges: The Pennsylvania legislature has considered exchange bills in both 2011 and 2012, but has not enacted any proposal. The state Insurance Department is moving forward with development of a state-run exchange, but legislative or executive action will be needed before it can be implemented.
  • Essential Health Benefits: Pennsylvania has not yet taken significant steps to implement the Affordable Care Act requirements for essential health benefits (EHB). Development efforts are ongoing, and state legislatures are assessing potential coverage mandates.
  • Medicaid Expansion: Governor Tom Corbett sent a letter to HHS in February saying he will not be expanding Medicaid.
  • Medicare Advantage Enrollment: Pennsylvania currently has 935,122 seniors and people with disabilities enrolled in Medicare Advantage, or about 39% of all Medicare beneficiaries.
