- Exchanges: Governor Andrew Cuomo signed an executive order creating the New York Health Benefit Exchange on April 12, 2012. The governor issued the executive order after attempts to establish the exchange by legislation were unsuccessful. Executive Order No. 42 creates an exchange within the state’s Department of Health, which will administer it along with the Department of Financial Services.
- Essential Health Benefits: EHB studies are ongoing. Outside consultants delivered a presentation to state officials in March 2012 identifying and assessing the state’s benchmark options. No recommendation has been made.
- Medicaid Expansion: Governor Cuomo has not announced an official decision on Medicaid expansion.
- Medicare Advantage Enrollment: New York currently has 1,056,880 seniors and people with disabilities enrolled in Medicare Advantage, or about 34% of all Medicare beneficiaries.
