  • Exchanges: Hawaii established its exchange in July 2011. The Hawaii Health Connector is governed by a 15-member board and retains full authority over plan eligibility. Implementation efforts are ongoing. State officials submitted a letter to CCIIO on June 7 stating their intent to administer an exchange beginning on January 1, 2014. The Connector’s permanent Board of Directors was seated on July 1, 2012.
  • Essential Health Benefits: The Hawaii Health Connector Board is currently developing essential health benefits (EHB) benchmarks. No related legislative initiatives have successfully passed either chamber of the legislature this year.
  • Medicaid Expansion: Hawaii will be participating in the Medicaid expansion.
  • Medicare Advantage Enrollment: Hawaii currently has 98,971 seniors and people with disabilities enrolled in Medicare Advantage, or about 45% of all Medicare beneficiaries.
