Arizona

  • Exchanges: Arizona has not enacted legislation or issued an executive order creating an exchange. However, the Office of Health Insurance Exchange and the Arizona Health Insurance Exchange Steering Committee were established by the governor in 2011 and are engaging in exchange planning efforts. Arizona is undecided on whether they will create a state-based exchange.
  • Essential Health Benefits: Arizona issued a preliminary report on EHBs in June 2012. A public comment period is being held. The report did not recommend a benchmark option.
  • Medicaid Expansion: Governor Jan Brewer announced in her 2013 State of the State that Arizona will participate in the Medicaid expansion.
  • Medicare Advantage Enrollment: Arizona currently has 385,643 seniors and people with disabilities enrolled in Medicare Advantage, or about 39% of all Medicare beneficiaries.
